Hydro-Québec's new variable rates could save customers $150 a year, utility says

Hydro-Québec is seeking a 0.8-per-cent rate hike starting next April 1, but it promises consumers will see rebates of between $30 and $150, thanks to its proposed "variable pricing" options.
