Hydro-Québec asks for slight rate increase, presents new pricing models

Hydro-Québec is asking for its lowest rate increase in seven years — a slim 0.8 per cent.
That is the lowest increase requested by the utility since 2011, when Quebec’s Régie de l’énergie not only refused the increase but also forced Hydro-Québec to lower its rates.
Hydro says this year’s increase request, which is less than half the expected inflation rate of 1.7 per cent, will represent an additional 23 cents per month for a five-room apartme
