Heftier fines for Quebec drivers and cyclists come into effect

Quebec drivers caught using their cellphones behind the wheel, or cyclists caught using electronic devices or wearing headphones will be facing stiffer penalties as a new road safety bill comes into effect Saturday. Global’s Brayden Jagger Haines reports.
