Editorial: Quebec needs to change how it makes laws
When they launched a lawsuit last month that could result in Quebec’s laws being struck down as unconstitutional, the Quebec and Montreal bar associations did the legal equivalent of smacking the provincial government over the head with a two-by-four.
It was, no doubt about it, a desperate move by the province’s legal community, but more genteel ways of getting the government’s attention had already been tried, for at least a half dozen years.
