Celine Cooper: Let's do our homework on school fees

What constitutes a “free” public education in Quebec? And whose job is it to decide?
Prompted by a class action lawsuit launched last year by a parent named Daisye Marcil, the current school fee debate taking place in this province is an important one that could very well have long-term consequences for the quality and accessibility of our public education system. 
Marcil, a mother of two children who attend public school in the Saguenay region, is arguing that th
