Auditor-general rejects whistleblower's allegations of UPAC collusion

QUEBEC — An alleged collusion scheme between Quebec’s anti-corruption unit, consulting firms and the province’s financial regulator does not exist, the auditor-general says.
But the auditor does say the Unité permanente anticorruption (UPAC) and the Authorité des marchés financiers (AMF) need to improve the system of deciding whether firms are clean enough to bid on government contracts.
