Asylum seekers: Quebec welcomes Ottawa's 'change in tone'

QUEBEC — Immigration Minister David Heurtel has welcomed the federal government’s “change in tone” around Quebec’s difficulties in managing the arrival of asylum seekers at the border.
At the same time, Quebec is not backing away from its plan to impose a ceiling on the number of arrivals it will accept in temporary shelters in the coming weeks.
“It’s clear we will follow this carefully, but we are sticking to our position,” Heurtel told reporters
