Allison Hanes: Montreal's car policies need rerouting

Compared to other cities around the world, the current administration’s recent moves to to curb the dominance of the car in Montreal are not overly radical.
Oslo is planning to ban all vehicles from a 1.3-square-kilometre stretch of the city core by 2019;  Madrid wants a 2-square-kilometre area by 2020.
