SIMI VALLEY, Calif. -- A new wildfire erupted Wednesday in the suburbs north of Los Angeles, forcing the evacuation of the Ronald Reagan Presidential Library and nearby homes, as both ends of the state struggled with blazes, dangerously windy weather and deliberate blackouts.
