St. Catharines, Ont., mayor calls for long-term action plan to prevent other flooding crises

Mayor Mat Siscoe is calling for a long-term action plan to protect St. Catharines, Ont., from other extreme rainfall events as it tries to recover from storms that have left thousands of homes flooded with sewage-tainted water and untold amounts of damage.
