Stephen Carter, veteran campaign manager in Alberta, to lead Manitoba Tory effort

Veteran political strategist, Stephen Carter, who helped Naheed Nenshi win the 2010 Calgary mayor's race, will manage the Manitoba P.C. campaign in the next provincial election.
