Should meeting have been held in camera?

When the Cornwall and South Stormont municipal councils went behind closed-doors on Tuesday night after receiving a report with recommendations to overhaul the way the Cornwall Regional Airport is run, did they do so to protect the personal information of an employee, or did they just want to have a frank discussion out of public view.
