MacDonald proposes "Public Safety Division"

With council still looking for ways to cut down this year’s average residential tax increase, they have been warned by the city’s auditors that the only fiscally responsible place to take out money from the budget will be through operational cuts — which likely means reducing staffing and municipal services.
