Changing bell times at Upper Canada District School Board would cost $2M

UCDSB would have to go it alone on delaying start times at its secondary schools, as local Catholic board has not shown an interest in even considering the change. Due to how transportation is shared between the boards, this means moving ahead with a bell-time change at the UCDSB would cost more.
