Would a $20 minimum wage in Quebec actually be a 'big blow' to the economy?

Québec Solidaire is pitching a $20 minimum wage to help bring relief to low-income workers, but Coalition Avenir Québec Leader Christine Fréchette said hiking the rate too quickly would have a detrimental ripple effect. Others aren't so sure.
