Democrats release impeachment resolution, hear testimony from army officer

House Democrats have introduced a resolution that authorizes the next phase of the impeachment inquiry against President Donald Trump, as they heard from another witness, a military officer at the National Security Council who twice raised concerns over the Trump administration's push to have Ukraine investigate Joe Biden.
