Carney asks Quebec premier to reconsider decision to skip Canada-EU summit

On the eve of the Canada-EU summit in Montreal, Prime Minister Mark Carney and Quebec Premier Paul St-Pierre Plamondon are each urging the other to rethink their their stances on Quebec's role at the event.
