British Columbians slow to respond to electoral reform referendum

The ballots for B.C.’s referendum on electoral reform have been mailed out to voters. But as Ted Chernecki reports, if the tiny amount of ballots that have been mailed in is any indication, there are still plenty of undecided voters.
