Transport Quebec has lost control over contracts: auditor-general

QUEBEC — Transport Quebec’s heavy reliance on outside construction and engineering firms has resulted in a lack of control over the way it spends public money, the auditor-general said.
In a long-awaited report on the way the ministry operates, following allegations of “serious irregularities” by a former independent consultant, auditor-general Guylaine Leclerc raises a series of red flags about management, but does not identify any wrongdoing.
Yet, Leclerc said the
