Schukov: There should be incentives for people to vote

This year, a record was set at the island’s municipal elections: There were more candidates than people who voted. (Okay, slight embroidery. Okay, more than slight.)
However, being a pedestrian in the true political sense, I still marvel at why there are no incentives to make more people come out and vote.
