Opinion: Quebec shouldn't raise age limit for cannabis

I need someone to explain why Quebec is taking a hard stance on marijuana.
Why are we raising the age limit on this stuff when anyone older than 14 already knows where to get it anyway? Why make the softest drug imaginable unavailable to the very generation that is most curious and uninformed about drugs?
