Nearly 4,700 still without power in Montreal as high winds buffet Quebec

More than a few Montreal area residents woke up Tuesday morning to discover that some of their Halloween decorations — and perhaps, parts of their trees — were gone with wind.
High winds overnight are being blamed for a series of power failures and damage across the province.
