Toronto Mayor John Tory and chief medical officer of health Dr. Eileen de Villa responded to questions on Wednesday about Finance Minister Rod Phillips, after Phillips was criticized for taking a “personal trip” abroad despite pleas to stay home amid the COVID-19 pandemic.
