Though rain leaks into his unit, Thomas says his strata doesn't help

Thomas Ockenfels bought his Canberra apartment more than two years ago, and then realised water was prone to seeping into his bedroom when it rained. His attempts to get his strata company to address the issue have cast light on a growing issue.
