FIA wrong on two counts with Vettel, says Herbert

LONDON (Reuters) - Formula One's governing body got it wrong twice over with Ferrari's Sebastian Vettel at last weekend's Mexican Grand Prix, according to former race winner and television pundit Johnny Herbert.
